So to find a way to justify their existence at taxpayer expense, they’re seeking to rig the next round of environmental work for 281, 1604, and I-35 (which would clearly bias these projects in favor of toll roads) before a new study even begins! A clear violation of the National Environmental Policy Act (NEPA).
